Panelpha (Penny) L. Kyler, ScD, OT, FAOTA, developed the ethics office for AOTA, serving from 1994 to 2000 to educate members, the public, and consumers about occupational therapy services and to investigate ethical complaints against AOTA members. She was the first occupational therapist to work in the area of translational genetics and bring occupational therapy into the process of identifying and caring for those with genetic conditions. Kyler currently works for the U.S. Department of Health and Human Services, where she assists states receiving grants for implementing the Patient Protection and Affordable Care Act in the area of maternal infant and early childhood evidence-based home visiting services.
