Elizabeth (Betty) Cornelius, OTR, advocated and demonstrated the importance of occupational therapy inclusion in legislation, regulations, policies, and data systems related to long-term care and medical rehabilitation through her work as the top occupational therapist in the U.S. Public Health Service assigned to CMS. Cornelius’s expertise was integral to the Staff Time Study for Medical Rehabilitation mandated by Congress, in which she ensured that occupational therapy and physical therapy were integral in the research data collection that established the prospective payment system for medical rehabilitation. Cornelius also contributed to myriad journal articles and reports to Congress and the U.S. Department of Health and Human Services.
